Generally smartphone without noise cancelling microphone are inconvenient to use for voice calling as position of microphone is suboptimal for "candybar" form factor; in this sense flip phones are a better deal. The alternative to getting an expensive $600 smartphone like Samsung Galaxy Notes 3 is to get a cheap regular phone and a phablet with 3G/4G (see for example Lenovo A3000 phablet with 2G 3G and Dual SIMs). Those days you can also use smart watch with phablet to answer phones without extracting them from the case. That solves the problem of large screens.
For browsing internet, say, in the train, during morning and evening commute, WI-FI tablet are OK. Some trains and most train stations already provide free WI-FI. There are good 7" tablets for around $200, such as Nexus_7, 2013 model ($225) or Lenovo A3000 WI-FI only model ($160)). To get 3G you need to use a hotspot.
Voice quality issues have two major components: noise cancellation and HD voice (http://gizmodo.com/5899424/what-is-hd-voice ).

Most expensive (over $300) smartphones support both, including the iPhone 5, Samsung S III (and IV),
HTC One, Nokia Lumia 920 and Sony Xperia Z support HD voice.
But some low end models start getting it too. Nokia Lumia 520 is one such model. Sony Sony Xperia E is another (Screen is low resolution but for those who are interested on Internet mainly in weather it might be OK.). Sony phones definitely has the advanced voice related circuitry.
