Mail-in ballots and ballot harvesting as a form of election fraud

Election fraud, particularly an organized mail ballot fraud scheme orchestrated by political operatives, is an affront to democracy and results in voter disenfranchisement and corruption at the highest level.

Texas Attorney General @TXAG · Sep 24, 2020

But by far the greatest gift that Covid could have given to the Democratic Party was the excuse to begin mail-in voting, and just in time for the Trump-Biden clash. Here is where the Biden campaign found it indispensable to have the mainstream media and Big Tech firmly in its corner.

The major social media platforms, Twitter and Facebook, assumed the responsibility (which was not, it is important to emphasize, given to them under Section 230 of the Communications Act) of flagging any person, including the President of the United States, who dared to suggest that mail-in voting was loaded with a number of pitfalls and trap doors. Even the White House has provided a list of examples.

How the Democrats Weaponized a Pandemic to Beat Donald Trump

The USA Today coverup story says no additional 138,339 votes for Biden suddenly appeared. So what disappeared [was] Trump’s sizable lead. No Biden votes added but Trump’s lead disappeared. Magic. An identical ballot dump for Biden to the one in Michigan also occurred in the early hours of the same morning in Wisconsin, wiping out Trump’s lead. So far the press prostitutes have not been able to devise a coverup for this second occurrence of the same thing. So what, media whores, is your coverup story for Wisconsin? (And for Pennsylvania, North Carolina, and Georgia — Georgia officials have announced a recount after acknowledging many irregularities.) Are the miscounts in Michigan and Wisconsin two data entry errors or two typos picked up by social media or one of each?

Think what it means that the entirety of the US media, allegedly the “watchdogs of democracy,” are openly involved in participating in the theft of a presidential election. Think what it means that a large number of Democrat public and election officials are openly involved in the theft of a presidential election.

Introduction

Mail-in ballots open various avenues for vote fraud, the primary being so called ballots harvesting.  This is a different from use of voting machines and tabulators, but probably more significant threat to the integrity of election.  And in the areas of usage of voting machines the USA already looks worse that many banana  republics( see Voting Machines Fraud).

First of all, even during CODIV-19 epidemic, for residents the risk of visiting election place is not higher than during a visit to the local supermarket. And definitly less then they expose themselves during the Black Friday. You meet at polling place generally the same slice of the local population as in local supermaket, so you expose yourself to the same level of risk.

Any attempt to justify sending mail-in ballots to everybody should be viewed as a form of election fraud -- a deliberate attempt to enlarge voting space.  It is clearly favorable to Democratic Party, who via paid activists specializes into getting votes from disenfranchised strata of population, despite being the party of Wall Street and Silicon valley billionaires (FIRE sector plus IT sector.)

That's what Stacy Abrams did in Georgia. and if that does not remind you tactic of the Pendergast Machine, you are not well versed in history. Not that Republican Party operatives are saint in this area (Think of Karl Rove). Both parties  are corrupt to the core and serve the interests of the elite, not so much interests of ordinary voters (Trump betrays his voters in a very blatant and obvious way; he governed as typical republican president, kind of Bush III) .

Small favors typical are used in poor neibourhoods to facilitate ballot harvesting. For example, a rock concert for which you need to bring a ballot. .   His control was established through his control of votes, wards, local officials and business connection (they did not yet have companies like Dominion, but he would definitely establish connection with them). Police controlled by the City Hall ultimately gave free rein to Pendergast and his machine, along with a sense of invulnerability.

Mail-in ballots have their chains of custody wrecked beyond repair; not surprising as in recent elections 30-40% of Detroit precincts were UNABLE to perform recounts.

As soon as the first envelope with the address and name of the voter is removed, they automatically become legitimate.  That means the issuance should be double checked and strictly controlled. The time period for which mail-in ballots are accepted should be different from the period for in person voting. The deadline for sending them should probably be a week earlier to exclude cases of "unmarked vans with ballots" arriving in the middle of election night and processed in secrecy".  There is no logical reason to treat the visit to the post box identically to the personal visit to the voting place.

The system is wide open to large-scale fraud, especially among certain ethno-cultural groups. and this is a classic Dem Party playground, they mastered the exploitation of those group for their own  purposes. The Democrats had an army of highly motivated, highly trained, and massively financed activists. Rather than waving flags at giant rallies they spent time knocking doors. Picking undelivered ballot papers up in apartment lobbies. Helping illiterate or semi-literate folk to fill in mail-in ballots. Collecting them. And making sure they got posted or delivered to the counts. Harvesting every possible vote. And here’s the biggest problem: most of the fraudulent votes when essentially somebody else filled the ballot or exerted pressure of the voter are now untraceable.

They add to the problem of absence of 24x7video surveillance of counting of votes, because staff and the supervisor not only often  belong to Dem party (especially in big cities). They can also be partisan hacks.

Signature checks provide very weak control over the personality of voters, but in several states they were disabled. That means that in large apartment buildings, where  undelivered mail is put in a heap near the postbox and you can easily take, fill and mail several ballots without any problems.

The situation is even worse if those ballets were given to a corrupt election clerk. He do not need envelopes, only ballots.  If ballot are not printed with internal verification like banknotes they can be copied on a regular coping machine.  Again, in poor neighborhoods you can harvest ballots for a small fee or as a part of "charitable event" or some similar scheme.

The key here is the there was strong Dem party pressure against making the process of ballots counting secure and transparent. Traditionally Dems were the Party of party machines which ensured their rule using vote fraud.  They do it for at least 200 years. May this situation returned on a new level in 2020.

Republicans are not a real opposition to those tricks. They the  other wing of the same party.  Transparent election make the rule of  oligarchy more difficult and can produce surprise result in election. Neither party wants that.  And, of course, vote fraud is practiced by both parties. But  Dems traditionally are especially high class specialists and they  dominate in big cities like Detroit and Philadelphia.  See Michigan Election Fraud- Evidence of Wolverine State Chicanery During America’s 2020 Presidential Election

There are two separate problems here

Ballot harvesting, or the practice of allowing political operatives and others to collect voters’ ballots and turn them in en masse to polling stations, has drawn bipartisan concerns of fraud from election watchers.  Again a clear chain of custody is impossible to establish for mail-in ballots, unless observer from both parties are put in post office.  The create an opportunity for unmarked vans deliver ballots in the middle of the night after the deadline (and unfortunately in some state the deadline for mail-in ballots was established at 8PM, which is an extremely suspicious decision as unlike visiting of the voting place, the mailing of the ballot does not interfere with your work schedule  so why not at least 4PM, or even the previous day; questions, questions).

Also the processing of all mail-in ballots should be under very strict direct control on observers from both parties. Without control of observers from both parties running the same ballot batch twice on tabulation machine also is not a problem.

And the only way to get mail-in ballot counted is to put in in the mail box or specially designated for ballots box personally. Harvesting of mail-in  ballot is a fraud in its purest, refined form. Several states have enacted some restrictions on this practice, while others have expressly allowed it, or failed to regulate it at all. According to a 2019 analysis by Ballotpedia, 24 states and the District of Columbia permit someone chosen by the voter to return mail ballots on their own, with nine of those states adding some specific exceptions.

Twelve states outline who specifically can return ballots (i.e., family members or caregivers); and one state explicitly requires only voters can return their ballots. Eleven states establish a limit on the number of ballots that a so-called "harvester" can return. Imposing restrictions on the practice has led to legal challenges. In Arizona, a federal appeals court upheld a ballot harvesting prohibition, despite a claim that it unfairly discriminated against minorities who might need help filling out their ballots.

Democratic Party as the promoter of ballots harvesting

Some prominent examples of ballot harvesting have already impacted national politics. In 2016, California Gov. Jerry Brown signed into law AB1921, which legalized ballot harvesting. Previously, only a family member or someone living in the same household was permitted to drop off mail ballots for a voter, but the new allowed anyone -- including political operatives -- to collect and return them for a voter.  The move apparently led to results. In 2018, despite holding substantial leads on Election Day, many Republican candidates in California saw their advantages shrink, and then disappear, as late-arriving Democratic votes were counted in the weeks following the election.

Many observers pointed to the Democrats' use of ballot harvesting as a key to their success in the elections.

“Anecdotally, there was a lot of evidence that ballot harvesting was going on,” Neal Kelley, the registrar for voters in Southern California’s Orange County, told Fox News at the time. In Orange County -- once seen as a Republican stronghold in the state -- every House seat went to a Democrat after an unprecedented “250,000” vote-by-mail drop-offs were counted, the San Francisco Chronicle reported. “People were carrying in stacks of 100 and 200 of them. We had had multiple people calling to ask if these people were allowed to do this,” Kelley said. Orange County Republican Chairman Fred Whitaker said the ballot harvesting “directly caused the switch from being ahead on election night to losing two weeks later.”

Later, in 2019, a GOP operative in North Carolina was arrested related to alleged ballot harvesting there. “The evidence that we will provide today will show that a coordinated, unlawful and substantially resourced absentee ballot scheme operated in the 2018 general election” in parts of North Carolina’s 9th Congressional District, former state elections director Kim Strach remarked at the time. The results in the race were eventually thrown out amid concerns of ballot harvesting and other fraud. Republican Dan Bishop won a September 2019 special election for the seat.

RealClearInvestigations has found ballot harvesting is common in other states, including Florida, where harvesters are known as “boleteros," and Texas, where they’re called “politiqueras.”

The issue was again thrown into focus in March, when an ex-Clinton lawyer threatened to sue Nevada unless it relaxed its ballot harvesting rules amid the coronavirus pandemic.

"GET RID OF BALLOT HARVESTING, IT IS RAMPANT WITH FRAUD," President Trump wrote on Twitter on Tuesday. "THE USA MUST HAVE VOTER I.D., THE ONLY WAY TO GET AN HONEST COUNT!"

Problem of illiterate and semi-illiterate voters and ballot harvesting

To vote in U.S. elections, you must be a U.S. citizen, turn 18 on or before Election Day, and meet your state's residency and registration requirements. So are very wek safeguards as for the level of understand of problems facing the country and the solutions offered by each candidate. That tend to pervert voting into betting in casino. Approximately 32 million adults in America are considered to be illiterate; about 14% of the entire adult population cannot read. Between 40 and 44 million adults, or roughly 20 to 23% of adults in the U.S., are limited to reading at the basic or below basic proficiency levels. An estimated 63 million adults read between a sixth and eighth grade level. Just 11% of men and 12% of women make the grade as proficient readers.  (Shocking Facts- 23 Statistics on Illiteracy in America )

Illiterate voters generally stand outside of politics and as such they should not vote at all.  But they are easily swayed and manipulated one way or another.  they are perfect target for ballot harvesting, because in reality they do not care one bit.  So the party who utilizes this resource has a huge handicap in elections, often enough to win.

Debate Topic- Should illiterate or uneducated people be allowed to vote- - Debate.org

Con:

Uneducated or illiterate people should not be allowed to vote. To precisely define the term illiterate and uneducated allow me to clarify: Illiterate refers to the inability to read while uneducated refers to people that have not graduated high school. The logic behind this is to be directed towards an American legal viewpoint.

There are 3 arguments for this:

  1. People that cannot read show an inability to make the right judgement because of their education.
  2. Voting is to give the best for your country. To not be educated would pose a problem for this.
  3. Voting is a priviledge given to those who want to make a positive impact for their country. Those who cannot even make a positive intellectual impact should not have this priviledge

Pro:

I have two arguments:

1. The right to vote is protected under the First Amendment of the Constitution, which allows us free speech and a voice on who runs our government.

2. Denying the few their rights to vote would lead us down a slippery slope to total totalitarianism, as once we repress some people's rights, what stops us from repressing a few more, and a few more, and a few more?

Con

I thank Pro for having this challenge as I know that I win from the fallacious argumentation given.

Rebuttal to 1st argument: Free speech is a proponent of an outline in the Preamble of the Constitution "promote the general welfare." People without education are limited in knowledge when voting for the common good. 1st Amendment isn't applicable here because it does not fit the Preamble outline.

2nd argument is not a true support, but rather a result. Thus being as flawed as the 1st support.

The problem of senior votes and votes with Alzheimer, Parkinson or other debilitating mental diseases

Approximately one-third of adults who struggle with illiteracy are aged 65 or older.   More then five million senior is the USA live with Alzheimer disease. Another 900 thousand live with Parkinson disease of various stages.

Although they are not evenly distributed between the USA states I think that this number is enough to provide the margin of victory requires for a candidate to win Presidential elections in most battleground states. If one party is allowed to harvest those votes that the other party candidate in duopoly system that exists in the USA is essentially doomed.  See VOTER FRAUD- Lindsey Graham Uncovers 25,000 Cases Of Potential Ballot Harvesting In Pennsylvania Nursing Homes – enVolve

Also requring the nurse as a paid operative is usually pretty easy ( Political insider explains voter fraud with mail-in ballots )

Hitting up assisted-living facilities and “helping” the elderly fill out their absentee ballots was a gold mine of votes, the insider said.

“There are nursing homes where the nurse is actually a paid operative. And they go room by room by room to these old people who still want to feel like they’re relevant,” said the whistleblower. “[They] literally fill it out for them.”

The insider pointed to former Jersey City Mayor Gerald McCann, who was sued in 2007 after a razor-thin victory for a local school board seat for allegedly tricking “incompetent … and ill” residents of nursing homes into casting ballots for him. McCann denied it, though he did admit to assisting some nursing home residents with absentee ballot applications.

Bribing diadvantaged voters including narcoaddicts

The tipster said New Jersey homeless shelters offered a nearly inexhaustible pool of reliable — buyable — voters.

“They get to register where they live in and they go to the polls and vote,” he said, laughing at the roughly $174 per vote Mike Bloomberg spent to win his third mayoral term. He said he could have delivered the same result at a 70 percent discount — like when Frank “Pupie” Raia, a real estate developer and Hoboken nabob, was convicted last year on federal charges for paying low-income residents 50 bucks a pop to vote how he wanted during a 2013 municipal election.

Organizationally, the tipster said, his voter-fraud schemes in the Garden State and elsewhere resembled Mafia organizations, with a boss (usually the campaign manager) handing off the day-to-day managing of the mob soldiers to the underboss (him). The actual candidate was usually kept in the dark deliberately so they could maintain “plausible deniability.”

With mail-in ballots, partisans from both parties hash out and count ballots at the local board of elections — debating which ballots make the cut and which need to be thrown out because of irregularities

Problem of missing ballots

Between 2012 and 2018, 28.3 million mail-in ballots remain unaccounted for, according to data from the federal Election Assistance Commission. The missing ballots amount to nearly one in five of all absentee ballots and ballots mailed to voters residing in states that do elections exclusively by mail.

States and local authorities simply have no idea what happened to these ballots since they were mailed – and the figure of 28 million missing ballots is likely even higher because some areas in the country, notably Chicago, did not respond to the federal agency’s survey questions. This figure does not include ballots that were spoiled, undeliverable, or came back for any reason.

Although there is no evidence that the millions of missing ballots were used fraudulently, the Public Interest Legal Foundation, which compiled the public data provided from the Election Assistance Commission, says that the sheer volume of them raises serious doubts about election security.

Combination of corruption of vote counters and mail-in ballot fraud

On of the most notable quotes attributed to Josef Stalin was made about elections: “It’s not the people who vote that count. It’s the people who count the vote.” The most dangerous combination is combination of  mail-in ballots fraud and corrupt election officials. It is the most deadly poison for any election. They turn election is a farce, or more correctly into a circus with a magician, who get votes out his hat.   A top Democratic operative says voter fraud, especially with mail-in ballots, is no myth. And he knows this because he’s been doing it, on a grand scale, for decades. Political insider explains voter fraud with mail-in ballots

“An election that is swayed by 500 votes, 1,000 votes — it can make a difference,” the tipster said. “It could be enough to flip states.”

The whisteblower — whose identity, rap sheet and long history working as a consultant to various campaigns were confirmed by The Post — says he not only changed ballots himself over the years, but led teams of fraudsters and mentored at least 20 operatives in New Jersey, New York and Pennsylvania — a critical 2020 swing

“There is no race in New Jersey — from city council to United States Senate — that we haven’t worked on,” the tipster said. “I worked on a fire commissioner’s race in Burlington County. The smaller the race, the easier it is to do.” state.

... ... ...

for political pros, they’re a piece of cake. In New Jersey, for example, it begins with a blank mail-in ballot delivered to a registered voter in a large envelope. Inside the packet is a return envelope, a “certificate of mail in voter” which the voter must sign, and the ballot itself.

That’s when the election-rigger springs into action.

Phony ballots

The ballot has no specific security features — like a stamp or a watermark — so the insider said he would just make his own ballots.

“I just put [the ballot] through the copy machine and it comes out the same way,” the insider said.

But the return envelopes are “more secure than the ballot. You could never recreate the envelope,” he said. So they had to be collected from real voters.

He would have his operatives fan out, going house to house, convincing voters to let them mail completed ballots on their behalf as a public service. The fraudster and his minions would then take the sealed envelopes home and hold them over boiling water.

“You have to steam it to loosen the glue,” said the insider.

He then would remove the real ballot, place the counterfeit ballot inside the signed certificate, and reseal the envelope.

“Five minutes per ballot tops,” said the insider.

The insider said he took care not to stuff the fake ballots into just a few public mailboxes, but sprinkle them around town. That way he avoided the attention that foiled a sloppy voter-fraud operation in a Paterson, NJ, city council race this year, where 900 ballots were found in just three mailboxes.

“If they had spread them in all different mailboxes, nothing would have happened,” the insider said.

The tipster said sometimes postal employees are in on the scam.

“You have a postman who is a rabid anti-Trump guy and he’s working in Bedminster or some Republican stronghold … He can take those [filled-out] ballots, and knowing 95% are going to a Republican, he can just throw those in the garbage.”

In some cases, mail carriers were members of his “work crew,” and would sift ballots from the mail and hand them over to the operative.

Anyone inclined can research facts votes counting chicanery perpetrated by corrupt political operatives. For example, in several swing states, in 2020 vote counting suddenly stopped for hours in heavily Democratic precincts. This mysterious halt  has not other rational explanation but the attempt to commit votes fraud isng combination of corrupt election officials and fradulent mail-in ballots in possible combination with other schemes based on voting machines reprogramming.

The insider said any ballots offered up by him or his operation would come with a bent corner along the voter certificate — which contains the voter signature — so Democratic Board of Election counters would know the fix was in and not to object.

“It doesn’t stay bent, but you can tell it’s been bent,” the tipster said. “Until the [certificate] is approved, the ballot doesn’t matter. They don’t get to see the ballot unless they approve the [certificate.]”

“I invented bending corners,” the insider boasted, saying once the fixed ballots were mixed in with the normal ones, the bed was made. “Once a ballot is opened, it’s an anonymous ballot.”

If Biden were ahead in Pennsylvania, there is no chance these people would have taken Thursday off.

Unexplanable delays with votes countering (possible a pause necessary to create a batches of fraudulent mail-in votes)  happens in Georgia, Michigan, North Carolina, Pennsylvania, and Wisconsin, Explanation that were provided, were proven fake:  “Election officials in Fulton County, Ga., briefly paused counting ballots after a pipe burst at a facility in Atlanta.” The minor leak was like faucet leak and did not threaten anybody or any damage to ballots, yet the pause lasted four hours. This is hardly the first time such tactics were used.

As the New York Post reports:

Election staff in Pittsburgh’s Allegheny County, one of Pennsylvania’s most populous areas, are taking a day off from counting ballots Thursday, despite the fate of the presidential election hanging in the balance with more than 35,000 mail-in votes left to tabulate. A large number of additional in-person provisional ballots — estimated at up to 15,000 — won’t be counted until “later tomorrow” … Another large source of uncounted votes — of an unknown size — is provisional ballots, which also will be reviewed by the county board being sworn in on Friday morning.

Systematic attempts to capure the position of the Secratary of state by Democratic party

The “Secretary of State Project“ was an American non-profit, progressive 527 political action committee focused on electing reform-minded progressive Secretaries of State in battleground states, who typically oversee the election process. The Project was funded by George Soros and members of the Democracy Alliance. In 2008, Politico ran a story about the Obama campaign, calling the Secretaries of State the “Democrat firewall.” ( In 2006 George Soros Funded a Project to Elect Progressive Liberals to Secretary of State Offices -- Now You Know Why):

In anticipation of a photo-finish presidential election, Democrats have built an administrative firewall designed to protect their electoral interests in five of the most important battleground states.

The bulwark consists of control of secretary of state offices in five key states — Iowa, Minnesota, Nevada, New Mexico and Ohio — where the difference between victory and defeat in the 2004 presidential election was no more than 120,000 votes in any one of them.

With a Democrat now in charge of the offices, which oversee and administer their state’s elections, the party is better positioned than in the previous elections to advance traditional Democratic interests —such as increasing voter registration and boosting turnout — rather than Republican priorities such as stamping out voter fraud.

Perhaps more important, in those five states Democrats are now in a more advantageous position when it comes to the interpretation and administration of election law — a development that could benefit Barack Obama if any of those states are closely contested on Election Day.

The effort began in 2006 when a group of liberal California activists created an independent 527 group designed to elect secretaries of state.

The Secretary of State Project ran independent ads of its own and ensured that donors — many of whom were affiliated with Democracy Alliance, a network of wealthy fundraisers that channels money to liberal causes across the country — knew which candidates deserved donations.

Some operative installed by democratic part proved to be toxic partisan hacks" One notable example is  Kathy Boockvar, the Pennsylvania Secretary of State, who is responsible for monitoring all aspects of the election, from ballot access to voting provisions. She was elected in 2018.

Despite holding an official position which requires neutrality, she has issued numerous public statements insulting President Trump and questioning his fitness for office. The following tweet is typical: “Using the title ‘President’ before the word ‘Trump’ really demeans the office of the presidency…” She has also pronounced him “dangerously unfit” for office. Ironically, the leadership of the state’s legislature issued a statement calling on her to resign for incompetence:

Twice in the last two days …  formal and informal guidance from the Secretary of State has fundamentally altered the manner in which Pennsylvania’s election is being conducted in ways that were not provided for either in the Election Code or the numerous legal cases that have been decided leading up to today. This “guidance” is not only directly contrary to the Election Code she is sworn to uphold, but is in direct conflict to her own litigation statements and decisions of both the Pennsylvania Supreme Court and the United States Supreme Court.

Predictably, Boockvar not only disregarded the above resignation demand but also suggested that its authors should resign. Breitbart reports her bizarre response: “Frankly, I think they are the ones that should resign for not having allowed PA and this nation to start pre-canvassing ballots early as 46 other states across the country have done. We would be getting results a lot sooner if they had.” That doesn’t quite square with the vacation day the Allegheny County election staff received on Thursday. Not coincidentally, they got their unexpected day off on the same day that the Pennsylvania Commonwealth Court ordered them to permit Republican poll watchers to observe how the vote counters work.

The Trump campaign has filed additional suits against Democratic states that seem oddly reluctant to allow GOP poll watchers to monitor their processes. A lawsuit has been filed in Michigan, where Detroit vote counters literally covered windows to prevent anyone from seeing what they’re up to. A lawsuit has been filed in Nevada, where the Trump campaign alleges that 10,000 ballots have been cast by people who no longer reside there. Similar suits have been filed in Georgia and North Carolina, while the Trump campaign has demanded a recount in Wisconsin. According to legal scholar Jonathan Turley, however, Pennsylvania is still the most fertile ground for the Trump legal team:

Pennsylvania remains a target-rich environment.… Judicial changes ordered to the state’s election laws have raised fierce opposition, including state and federal constitutional claims. This issue went to the Supreme Court which deadlocked when Chief Justice John Roberts voted with his liberal colleagues, which left a lower court order unchanged, and the balloting continued. Yet the legal can that Roberts kicked down the road could now come rattling back to a court at full strength with the addition of Justice Amy Coney Barrett.
