Allan Dulles

There is deep analogy between financial services and intelligence services. Both try to escape from the control of democratic society. Both try to control the society instead of serve it.

Allen Welsh Dulles (/ˈdʌləs/; April 7, 1893 – January 29, 1969) was an American diplomat and lawyer who became the first civilian but third Director of Central Intelligence and its longest-serving director to date. As head of the Central Intelligence Agency during the early Cold War, he oversaw the 1954 Guatemalan coup d'état, Operation Ajax (the overthrow of Iran's elected government), the Lockheed U-2 aircraft program and the Bay of Pigs Invasion.

Following the assassination of John F. Kennedy, Dulles was one of the members of the Warren Commission. Between his stints of government service, Dulles was a corporate lawyer and partner at Sullivan & Cromwell. His older brother, John Foster Dulles, was the Secretary of State during the Eisenhower Administration.[1]

In 1950, Bedell Smith recruited Dulles to oversee the agency's covert operations as Deputy Director for Plans. The same year Dulles was promoted to Deputy Director of Central Intelligence, second in the intelligence hierarchy.

After the election of Dwight Eisenhower in 1952, Bedell Smith shifted to the Department of State and Dulles became the first civilian Director of Central Intelligence.

Reading Blacks biography of Roosevelt, Hudson's work, Talbot's "The Devil's Chessboard" and Douglas's "JFK and the Unspeakable" one discerns a clear line between the UK interwar Foreign Office, military intelligence and rentier class and the Dulles brother's post war ascent to the pinnacles of back room power.

I take issue with this. The great movement after the collapse of the British Empire was autonomy and, in attempting to throw off the plantation class, that meant land distribution as a response to popular pressure, regardless of political colour.

In short it was nationalism, which can be left or right.

As for the U.S. it was just business. Both Allen Dulles and his brother were shareholders in the Boston/United Fruit Company – and one of their first "happenings" was to defeat the threat of redistribution and secure land for their own private profit .

Even more important than land distribution was equal access to natural resources , beginning with water and firewood and extending to minerals. That is why Bolivia's Evo Morales came to power and why he was ousted.

U.S. regime change was primarily the CIA acting as muscle for the people who had founded it: the Wall Street bankers, lawyer and associated corporations.

"Left leaning" was the excuse. This is why the CIA and State Department armed Castro while halting weapon sales to Fulgencio Batista, as documented by U.S. ambassador to Cuba at the time, Earl T. Smith.

The only explanation for this is that the CIA expected Castro to become another Batista or it wanted a boogeyman in the western hemisphere as a justification for actions it had in mind.

Agreed. At the same time that Rockefeller and Kissinger were pushing for an opening with communist China and forging business deals with Chinese officials, they were also working to orchestrate a coup against socialist Salvador Allende in Chile. Allende wasn't aligned with the Eastern Bloc. He was a threat because of his nationalization program and its impact on corporate interests in Chile, banking and copper mining among others. The 'communist' thing was a pretext, as it had been when they overthrew Arbenz in Guatemala.

For Rockefeller, Kissinger and associates it was simply about serving Wall Street interests, and the CIA was their enforcement arm. They have been willing to work with communists, fascists, and anyone else who help advance their economic and global objectives. However, I don't doubt that many CIA covert operators doing the dirty work during the Cold War were true believers in the anti-communist crusade.

I don't even think JFK was planning to disband the CIA. I just think LBJ was far more powerful within the cryptocracy and wanted JFK and Bobby Kennedy out of the way because he was an ambitious psychopath. The Killing of the King was a ritual to inflict psychological trauma on the American public and to show those working within the system that nobody is safe.

Owing to the many federal records that have been released over the years relating to the Kennedy assassination, especially through the efforts of the Assassination Records Review Board in the 1990s, many Americans are now aware of the war that was being waged between President Kennedy and the CIA throughout his presidency . In the interview, Robert Kennedy Jr. revealed a fascinating aspect of this war with which I was unfamiliar. He stated that the deep animosity that the CIA had for the Kennedy family actually stretched back to something the family patriarch, Joseph P. Kennedy, did in the 1950s that incurred the wrath of Allen Dulles, the head of the CIA.

Kennedy Jr. stated that his grandfather, Joseph P. Kennedy, had served on a commission that was charged with examining and analyzing CIA covert activities, or "dirty tricks" as Kennedy Jr. put them. As part of that commission, Kennedy Jr stated, Joseph Kennedy (John Kennedy and Bobby Kennedy's father) had determined that the CIA had done bad things with its regime-change operations that were destroying democracies, such as in Iran and Guatemala.

Consequently, Joseph Kennedy recommended that the CIA's power to engage in covert activities be terminated and that the CIA be strictly limited to collecting intelligence and empowered to do nothing else.

According to Kennedy Jr.,

"Allen Dulles never forgave him -- never forgave my family -- for that."

I wasn't aware of that fact.

I assumed that the war between President Kennedy and the CIA had begun with the CIA's invasion at the Bay of Pigs in Cuba. The additional information added by Kennedy Jr. places things in a much more fascinating and revealing context.

Upon doing a bit of research on the Internet, I found that the commission that Kennedy Jr. must have been referring to was the President's Board of Consultants on Foreign Intelligence Activities, which President Eisenhower had established in 1956 through Executive Order 10656 . Eisenhower appointed Joseph Kennedy to serve on that commission.

That year was three years after the CIA's 1953 regime change operation in Iran which destroyed that country's democratic system. It was two years after the CIA's regime-change operation in Guatemala that destroyed that country's democratic system.

Keep in mind that the ostensible reason that the CIA engaged in these regime-change operations was to protect "national security," which over time has become the most important term in the American political lexicon. Although no one has ever come up with an objective definition for the term, the CIA's power to address threats to "national security," including through coups and assassinations, became omnipotent.

Yet, here was Joseph P. Kennedy declaring that the CIA's power to exercise such powers should be terminated and recommending that the CIA's power be strictly limited to intelligence gathering.

It is not difficult to imagine how livid CIA Director Dulles and his cohorts must have been at Kennedy. No bureaucrat likes to have his power limited. More important, for Dulles and his cohorts, it would have been clear that if Kennedy got his way, "national security" would be gravely threatened given the Cold War that the United States was engaged in with the Soviet Union, China, Cuba, North Korea, and other communist nations.

Now consider what happened with the Bay of Pigs. The CIA's plan for a regime-change invasion of Cuba, was conceived under President Eisenhower. Believing that Vice President Nixon would be elected president in 1960, the CIA was quite surprised that Kennedy was elected instead. To ensure that the invasion would go forth anyway, the CIA assured Kennedy that the invasion would succeed without U.S. air support. It was a lie. The CIA assumed that once the invasion was going to go down in defeat at the hands of the communists, Kennedy would have to provide the air support in order to "save face."

But Kennedy refused to be played by the CIA. When the CIA's army of Cuban exiles was going down in defeat, the CIA requested the air support, convinced that their plan to manipulate the new president would work. It didn't. Kennedy refused to provide the air support and the CIA's invasion went down in defeat.

Now consider what happened after the Bay of Pigs: Knowing that the CIA had played him and double-crossed him, John Kennedy fired Allen Dulles as CIA director, along with his chief deputy, Charles Cabell. He then put his younger brother Bobby Kennedy in charge of monitoring the CIA, which infuriated the CIA.

Now jump ahead to the Cuban Missile Crisis, which Kennedy resolved by promising that the United States would not invade Cuba for a regime-change operation. That necessarily would leave a permanent communist regime in Cuba, something that the CIA steadfastly maintained was a grave threat to "national security" -- a much bigger threat, in fact, than the threats supposedly posed by the regimes in Iran in 1953 and Guatemala in 1954.

And then Kennedy did the unforgivable, at least insofar as the CIA was concerned . In his famous Peace Speech at American University in June 1963, he declared an end to the entire Cold War and announced that the United States was going to establish friendly and peaceful relations with the communist world.

Kennedy had thrown the gauntlet down in front of the CIA. It was either going to be his way or the CIA's way. There was no room for compromise, and both sides knew it.

In the minds of former CIA Director Allen Dulles and the people still at the CIA, what Kennedy was doing was anathema and, even worse, the gravest threat to "national security" the United States had ever faced, a much bigger threat than even that posed by the democratic regimes in Iran and Guatemala. At that point, the CIA's animosity toward President Kennedy far exceeded the animosity it had borne toward his father, Joseph P. Kennedy, several years before.

The Warren Commission exhibits show that the Carcano after the scope was shimmed to make it usable, shot about 10 inches to the right and high at 25 yards with terrible accuracy. Presumably this was one of the carbines whose barrel was cut down from rifle length taking much of the progressive rifling with it. The cartridges placed on the 6th floor were clearly reloads not the supposed new Western cartridges of circa 1953. As reloads then the question arises where were .267 bullets to be obtained since only .264 were manufactured at the time which would make accuracy suffer.

There was one bullet that entered Kennedy's throat and left it, then traversed through air, changing course, hanged suspended in mid air for about a second or so and then continued to hit the governor that was sitting in front to the left of Kennedy. That bullet traversed 15 layers of clothing, seven layers of skin, and approximately 15 inches of muscle tissue, struck a necktie knot, removed 4 inches of rib, and shattered a radius bone and was found virtually intact. You have missed several TV episodes that have successfully recreated the magic bullet scenario, including Myth Busters. The bullet is not magic, the actual seating geometry and sight line of the shooter all contribute to the bullet path being actually very straight. The 6.5mm 150-160 grain bullets have a very high sectional density that gives them a lot of penetration. In one test the spent bullet was found resting on the leg of the second ("John Connally") dummy just like it did in real life.

They used the same Cacarno rifle for the tests. The shot is not difficult. The car is moving directly away from the shooter at the time of this shot, so no real lead is required. The range is less than a 100 yards so you just aim dead on and shoot. Hunters do it all the time.

I have been to the 6th floor museum in Dallas several times and reviewed the various theories on where other shooters might have been located. All of the them are worse than the 6th floor of the Book Depository. Some are down right stupid, like the one supposed in the sewer by the curb. It would be impossible to shoot a rifle in there at the angle needed to hit above the wheel well of the limo, much less be able to see the limo before it was right on you. You could not even see Kennedy from there, You would have to shoot through the bottom of a door or the floor boards just to hit him in the leg or foot.

The 6th floor is the only location that allows the shooter to see the limos coming before they arrive in the target zone and allow him to prepare to shoot. All the other locations give only a tiny window to ID the target and loose off a round before the limo disappears out of view. A competent assassin would have chosen the 6th floor window. If Oswald was not the best shot, there is always the possibility that he just got lucky on some easy shots, or maybe someone else was in the 6th floor window. We don't have any evidence for either case.

The only worthwhile human beings in the entire Kennedy clan were JFK and Jr. (notwithstanding Jackie, whom I count as Onassis). The rest - particularly Bobby Kennedy - were scum of the earth and sycophants of the Matrix, the lowliest kind of elitist wire-carrying police informants and apron-wearers. To this day I don't understand how anyone in the right mind could venerate Bobby Kennedy. The man was three tiers below even his fuhrer-sucking daddy.

Would United States have been better off had Kennedy survived? Probably, but not by much and only in the short term. We might have avoided Vietnam (highly questionable - JFK had already sent our troops there and the whole thing was already on the verge of dangerous escalation). But as soon as his second term ended, the Deep State would have installed a more desirable and obedient puppet (most likely Nixon, possibly LBJ) in the White House and we would have continued where LBJ left off in January 1969.

BTW, it may have been CIA that backstabbed JFK on the Bay of Pigs fiasco, but it was his own baby brother who twisted the knife .

It has been my contention that Biden's powerful backers from the military-industrial-intelligence-media complex are fully aware of his mental state, and that is precisely why they want him to be president. Why? He would only be a figure-head president. He would be given a suggested running mate as well as a list of candidates for cabinet and other appointed positions (as Obama was given) and Biden would follow that in making appointments. Policies of his administration would be consistent with the interests of the military-industrial-intelligence-media complex.

Kids this is exactly what the intelligence community wants, someone who they can claim needs to be told what to do or be kept discreetly out of the loop, so currently Joe maybe the chosen one just as Bill Barr is reported to have told Slick Willy.

We end up where we are at the moment because our security state apparatus is ran by the intelligence community who do not really want a strong intelligent, clear minded president who can actually think for himself. Ask Barrack Obama!

For years I've used this analogy, crude as it maybe, that when the newly elected president is called on for his national security briefing it is always a tense encounter because this "Newby" is about to have a come to Jesus meeting with this most abusive of all government entities. The intelligence community. He is "shown the way"he will act because if he doesn't this community who has relieved him of one his go -- -s will come and relieve him of the other.

This started as a joke on my part, I'm now convinced it reflects reality.

At some point many here will understand that since around the time of the murder of JFK , CIA has framed things in this manner.

CIA chemist Sidney Gottlieb headed up the agency's secret MK-ULTRA program, which was charged with developing a mind control drug that could be weaponized against enemies.

During the early period of the Cold War, the CIA became convinced that communists had discovered a drug or technique that would allow them to control human minds. In response, the CIA began its own secret program, called MK-ULTRA, to search for a mind control drug that could be weaponized against enemies.

MK-ULTRA, which operated from the 1950s until the early '60s, was created and run by a chemist named Sidney Gottlieb. Journalist Stephen Kinzer, who spent several years investigating the program, calls the operation the "most sustained search in history for techniques of mind control."

Some of Gottlieb's experiments were covertly funded at universities and research centers, Kinzer says, while others were conducted in American prisons and in detention centers in Japan, Germany and the Philippines. Many of his unwitting subjects endured psychological torture ranging from electroshock to high doses of LSD, according to Kinzer's research.

"Gottlieb wanted to create a way to seize control of people's minds, and he realized it was a two-part process," Kinzer says. "First, you had to blast away the existing mind. Second, you had to find a way to insert a new mind into that resulting void. We didn't get too far on number two, but he did a lot of work on number one."

On how the CIA brought LSD to America

As part of the search for drugs that would allow people to control the human mind, CIA scientists became aware of the existence of LSD, and this became an obsession for the early directors of MK-ULTRA. Actually, the MK-ULTRA director, Sidney Gottlieb, can now be seen as the man who brought LSD to America. He was the unwitting godfather of the entire LSD counterculture.

In the early 1950s, he arranged for the CIA to pay $240,000 to buy the world's entire supply of LSD. He brought this to the United States, and he began spreading it around to hospitals, clinics, prisons and other institutions, asking them, through bogus foundations, to carry out research projects and find out what LSD was, how people reacted to it and how it might be able to be used as a tool for mind control.

Now, the people who volunteered for these experiments and began taking LSD, in many cases, found it very pleasurable. They told their friends about it. Who were those people? Ken Kesey , the author of One Flew Over the Cuckoo's Nest , got his LSD in an experiment sponsored by the CIA by MK-ULTRA, by Sidney Gottlieb. So did Robert Hunter, the lyricist for the Grateful Dead, which went on to become a great purveyor of LSD culture. Allen Ginsberg , the poet who preached the value of the great personal adventure of using LSD, got his first LSD from Sidney Gottlieb. Although, of course, he never knew that name.

So the CIA brought LSD to America unwittingly, and actually it's a tremendous irony that the drug that the CIA hoped would be its key to controlling humanity actually wound up fueling a generational rebellion that was dedicated to destroying everything that the CIA held dear and defended.

In the 1962 film adaptation of Richard Condon's The Manchurian Candidate, a diabolical North Korean doctor named Yen Lo tells Staff Sergeant Raymond Shaw to "pass the time with a little solitaire." These trigger words, accompanied by a Queen of Diamonds playing card, prompts the lanky soldier to get up, and when instructed, brutally kill two of his own comrades sitting on the stage, both of whom appear under the same trance as Raymond.

Later, we find out this was not a dream but a real test of Shaw's programming through elaborate mind control, undertaken before he is sent home to the United States as a sleeper agent for a Communist Party cell, led by his own mother. "His brain has not only been washed, as they say, but cleaned," declares a gleeful Dr. Lo.

"The Manchurian Candidate" (1962, Universal Artists)

The film was released when the country was in a state of high Cold War anxiety. The idea that the Communists were deep into finding a way to brainwash and program individuals to deploy as weapons of war was not new, of course. It was just finding its way into the increasingly paranoid popular culture. But what Americans did not know was that our own government was in part responsible for those stories as a cover for their own brainwashing experiments, which were racing along at the speed of a freight train.

In 1953, Allen Dulles told a group of fellow Princeton alumni that the U.S. was far behind the Russians and North Koreans in "brain warfare." He warned of a mind control gap that would likely grow because "we in the West..have no human guinea pigs to try these extraordinary techniques."

This was a lie of breathtaking proportions. For several years, his CIA had already been conducting extreme experiments on unwitting "human guinea pigs" at black sites in France, Germany, and South Korea. Shortly after he broadcast this cynical lament to the Princeton lads, he approved MK-ULTRA, the most illicit and morally corrupt intelligence program in American history (that we know of). In it, the CIA tested a stomach roiling variety of unregulated drugs, electro-shock, sensory deprivation, and other extreme techniques on unwitting souls across the United States -- in "safe houses," prisons, psychiatric hospitals, doctors' offices -- even in the CIA itself. People died, went crazy, or withered away in a vegetative state, often with little or no clue of what had happened to them.

In Poisoner in Chief, released today, journalist and author Stephen Kinzer makes Dr. Sidney Gottlieb the manifestation of the U.S. government's Cold War obsession with winning, its warped moral compass, and its utter disregard for the law. From 1951 to the late 1960s, under Dulles' protection, Gottlieb was the principal player in what can only be called a maniacal mission to find the perfect drug to destroy/control/reprogram the human mind (he believed, though he was never able to prove, that the drug was LSD).

Gottlieb was also the chief scientist in a CIA program that developed poisons with which to assassinate world leaders (failed attempts included Cuba's Fidel Castro and Congolese Prime Minister Patrice Lumumba), tested aerosol-delivered germs and deadly gases, and honed extreme torture techniques. He's been called Dr. Death, Washington's "official poisoner," and a mad scientist. But "Sidney Gottlieb" never became a household name, mostly because he never paid for his crimes. Thanks to Deep State politics, statutes of limitations, a great lawyer, and depressingly weak congressional investigators, Gottlieb was able to take the worst of his secrets to the grave in 1999.

Now, pulling together a trove of existing research, newly unearthed documents, and fresh interviews, Kinzer puts the fetid corpus of American Empire back under a microscope. It isn't pretty -- but it is instructive.

"Commitment to a cause provides the ultimate justification for immoral acts. Patriotism is the most seductive of those causes," Kinzer surmises in an attempt to give context to Gottlieb and Dulles, and Gottlieb's closest patron and conspirator, Richard Helms, who served as CIA chief after Dulles and during the later years of MK-ULTRA.

"Some do things they know are wrong for what they consider good reasons," Kinzer continued. "No one else of Gottlieb's generation, however, had the government-given power to do so many things that were so profoundly and horrifically wrong. No other American -- at least, none that we know of -- ever wielded such terrifying life-or-death power while remaining so completely invisible."

With so much material to work with, Poisoner in Chief is a parade of outrages. But by the time the twisted calliope falls silent, two major themes are left to contemplate.

First, Gottlieb did not emerge in a vacuum but in the primordial ooze of moral justification following World War II. While America was putting its public virtue on display during the Nuremberg trials , the army under the Joint Intelligence Objectives Agency was courting Nazi scientists who had been involved in the most grotesque human experimentation imaginable during the war. Their expertise in biological warfare and psychoactive drugs was highly prized. The Americans had to make sure, after all, that the commies didn't get to them first.

So under Operation Paperclip , the army "bleached" their records and brought these men in among several hundred other scientists, engineers, and technicians who served the Third Reich. Instead of prison, they were settled into comfortable obscurity in suburban Washington, working for the U.S. government.

For those whose crimes were not so easily scrubbed, the army found ways to collaborate with them overseas in even less controlled environs. Like Kurt Blome , a Nazi scientist who deliberately infected prisoners with deadly viruses, including the plague, at the Auschwitz concentration camp and other sites. After saving him from the gallows at Nuremburg, officials quietly installed him in the European Command Intelligence Center at Oberursel, West Germany -- otherwise known as "Camp King" -- to conduct more experiments, but on our side.

The same went for Japanese scientist Shiro Ishi, who was reportedly responsible for some 10,000 deaths in and around his Manchurian complex called Unit 731 during the war. His ghastly activities included everything from slow-roasting test subjects with electricity, to amputating limbs and dissecting people alive to monitor their slow deaths. At one point, he lined up naked Chinese women and children to see how long they would live after being struck by shrapnel in the buttocks. He also created tons of anthrax that was later used to kill thousands of Chinese civilians.

But instead of bringing this monster to justice, U.S. agents granted Ishi and his Japanese collaborators immunity and obtained all of his research on how toxins affect the body -- including all of the tissue slides from people whose organs were taken out while they were still alive. "Scientists at Camp Detrick (Maryland) were delighted," Kinzer writes.

"Thus did the man responsible for directing the dissection of thousands of living prisoners escape punishment," he adds, noting that Ishi and his minions were deployed to U.S. detention centers in East Asia, where they "helped Americans conceive and carry out experiments on human subjects that could not legally be conducted in the United States.

Secondly, Kinzer highlights how easily American government officials adopted their former wartime foes' detached, ruthless approach to human experimentation, embarking without guidance or oversight on what appears to be a fanatical quest without consequences. At a time when many Americans were zooming to suburbia in search of "Leave it to Beaver," Gottlieb was hiring people like George White, straight out of "The Sweet Smell of Success."

White was "a hard charging narcotics detective who lived large in the twilight world of crime and drugs" writes Kinzer. In 1953 he started setting up "safe houses" in New York and San Francisco where he would use pay hoodlums and prostitutes in drugs and dough to dose unsuspecting subjects with increasing amounts of LSD at "parties" while the CIA peeped the action from two-way mirrors outfitted with cameras.

Meanwhile, Gottlieb gave tons of cash and LSD to doctors like Harris Isbell at the Addiction Research Center in Lexington, Kentucky. "Officially this center was a hospital, but it functioned more like a prison," writes Kizner. "Most inmates were African American from the margins of society. They were unlikely to complain if abused."

And abused they were, like most of the test subjects at the prison programs financed by the CIA. If they were told they were part of a test (agreement was typically in exchange for something, like good behavior credits or high grade heroin), they weren't told what kind of drugs they were given or how much. Many of the experiments involved dosing subjects with greater and greater amounts of LSD over long periods of time. Gottlieb wanted to see at what point the mind would dissolve. "He was pleased to have secured a supply of 'expendables' across the United States," Kinzer notes.

Certainly his test subjects at the CIA interrogation cites overseas were "expendable." Kinzer offers a number of cases in which foreign detainees, usually suspected spies, were given massive amounts of different drugs "to see if their minds could be altered." Others were given electro shock. They were later killed, "and their bodies burned."

Then there were the seemingly random tragedies. Like art student Stanley Glickman who was believed to be drugged directly by Gottlieb while at a Paris cafe in 1952, and then taken into a hospital where more "testing" occurred. It was the end of "his productive life," writes Kinzer. Glickman died alone and mentally ill in New York city several decades later. Or Frank Olson, a CIA scientist who "fell or jumped" from a Manhattan hotel window after being unwittingly dosed at a "retreat" hosted by Gottlieb a week earlier. Though his family tried, they were never able to pin his strange death on Gottlieb or the government.

"A Clockwork Orange" (Warner Bros./1971)

Kinzer shows that sometimes paranoia comes from a very real place -- that Big Brother was not only watching, but for nearly 20 years he was drugging and testing germs and other toxins on unsuspecting Americans like they were laboratory animals. And Gottlieb, Dulles, and Helms were no fictional spawn of an over-active imagination. They were highly respected and powerful men with a combined 105 years of government service. They were the system.

So how do we digest this today? We can start by acknowledging that the ends will always justify the means because the government always gets away with it. And we are still living with the effects. The torture techniques set into motion in the 1950's, for example, later surfaced in the dark corners of the Phoenix Program in Vietnam, and more recently in the dirty cells of Abu Ghraib detention center.

Indeed, with a head full of Red Menace and lord knows what else, these so-called stalwart men of the "Greatest Generation" pounded the earth as though America owned the world. Perhaps it did. American Empire had many faces during the Cold War, and thanks to Kinzer, Sidney Gottlieb is one you shouldn't forget.

For most of history, seizing another country or territory was a straightforward proposition. You assembled an army and ordered it to invade. Combat determined the victor. The toll in death and suffering was usually horrific, but it was all done in the open. That is how Alexander overran Persia and how countless conquerors since have bent weaker nations to their will. Invasion is the old-fashioned way.

When the United States joined the race for empire at the end of the 19th century, that was the tactic it used. It sent a large expeditionary force to the Philippines to crush an independence movement, ultimately killing some 200,000 Filipinos. At the other end of the carnage spectrum, it seized Guam without the loss of a single life and Puerto Rico with few casualties. Every time, though, U.S. victory was the result of superior military power. In the few cases when the United States failed, as in its attempt to defend a client regime by suppressing Augusto Cesar Sandino's nationalist rebellion in Nicaragua during the 1920s and 30s, the failure was also the product of military confrontation. For the United States, as for all warlike nations, military power has traditionally been the decisive factor determining whether it wins or loses its campaigns to capture or subdue other countries. World War II was the climax of that bloody history.

After that war, however, something important changed. The United States no longer felt free to land troops on every foreign shore that was ruled by a government it disliked or considered threatening. Suddenly there was a new constraint: the Red Army. If American troops invaded a country and overthrew its government, the Soviets might respond in kind. Combat between American and Soviet forces could easily escalate into nuclear holocaust, so it had to be avoided at all costs. Yet during the Cold War, the United States remained determined to shape the world according to its liking -- perhaps more determined than ever. The United States needed a new weapon. The search led to covert action.

A news agency

During World War II the United States used a covert agency, the Office of Strategic Services, to carry out clandestine actions across Europe and Asia. As soon as the war ended, to the shock of many OSS agents, Harry Truman abolished it. He believed there was no need for such an agency during peacetime. In 1947 he changed his mind and signed the National Security Act, under which the Central Intelligence Agency was established. That marked the beginning of a new era. Covert action replaced overt action as the principal means of projecting American power around the world.

Truman later insisted that he had intended the CIA to serve as a kind of private global news service. "It was not intended as a 'Cloak & Dagger Outfit!'" he wrote. "It was intended merely as a center for keeping the President informed on what was going on in the world [not] to act as a spy organization. That was never the intention when it was organized." Nonetheless he did not hesitate to use the new CIA for covert action. Its first major campaign, aimed at influencing the 1948 Italian election to ensure that pro-American Christian Democrats would defeat their Communist rivals, was vast in scale and ultimately successful -- setting the pattern for CIA intervention in every Italian election for the next two decades. Yet Truman drew the line at covert action to overthrow governments.

The CIA's covert-action chief, Allen Dulles, twice proposed such projects. In both cases, the target he chose was a government that had inflicted harm on corporations that he and his brother, John Foster Dulles, had represented during their years as partners at the globally powerful Wall Street law firm of Sullivan & Cromwell. In 1952 he proposed that the CIA overthrow President Jacobo Arbenz of Guatemala, whose government was carrying out land reform that affected the interests of United Fruit. By one account, State Department officials "hit the roof" when they heard his proposal, and the diplomat David Bruce told him that the Department "disapproves of the entire deal." Then Dulles proposed an operation to overthrow Prime Minister Mohammad Mossadegh of Iran, who had nationalized his country's oil industry. Secretary of State Dean Acheson flatly rejected it.

White House resistance to covert regime-change operations dissolved when Dwight Eisenhower succeeded Truman at the beginning of 1953. Part of the new administration's enthusiasm came from Allen Dulles, Washington's most relentless advocate of such operations, whom Eisenhower named to head the CIA. The fact that he named Dulles's brother as secretary of State ensured that covert operations would have all the necessary diplomatic cover from the State Department. During the Dulles brothers' long careers at Sullivan & Cromwell, they had not only learned the techniques of covert regime change but practiced them. They were masters at marshaling hidden power in the service of their corporate clients overseas. Now they could do the same with all the worldwide resources of the CIA.

It was not only the Dulles brothers, however, who brought the United States into the regime-change era in the early 1950s. Eisenhower himself was a fervent advocate of covert action. Since Eisenhower had commanded Allied forces in Europe during World War II, he was aware of the role that covert operations such as breaking Nazi codes had played in the war victory -- something few other people knew at the time. That would have given him an appreciation for how important and effective such operations could be. His second reason was even more powerful. In Europe he had had the grim responsibility of sending thousands of young men out to die. That must have weighed on him. He saw covert action as a kind of peace project. After all, if the CIA could overthrow a government with the loss of just a few lives, wasn't that preferable to war? Like most Americans, Eisenhower saw a world of threats. He also understood that the threat of nuclear war made overt invasions all but unthinkable. Covert action was his answer. Within a year and a half of his inauguration, the CIA had deposed the governments of both Guatemala and Iran. It went on to other regime-change operations from Albania to Cuba to Indonesia. Successive presidents followed his lead.

After the collapse of the Soviet Union, the United States was once again free to launch direct military invasions. When it found a leader it didn't like -- such as Saddam Hussein or Muammar Qaddafi -- it deposed him not through covert action, but by returning to the approach it had used before World War II: the force of arms. Covert efforts to overthrow governments have hardly ceased, as any Iranian or Venezuelan could attest. The era when covert action was America's principal weapon in world affairs, however, is over. That makes this a good time to look back.

Metrics for covert action

Books about the Cold War heyday of covert action era are a mini-genre. Lindsey A. O'Rourke's contribution is especially valuable. Unlike many other books built around accounts of CIA plots, Covert Regime Change takes a scholarly and quantitative approach. It provides charts, graphs, and data sets. Meticulous analysis makes this not the quickest read of any book on the subject, but certainly one of the best informed. Chapters on the disastrous effort to overthrow communist rule in Eastern Europe, which cost the lives of hundreds of deceived partisans, and on the covert-action aspects of America's doomed campaign in Vietnam are especially trenchant.

O'Rourke identifies three kinds of covert operations that are aimed at securing perceived friends in power and keeping perceived enemies out: offensive operations to overthrow governments, preventive operations aimed at preserving the status quo, and hegemonic operations aimed at keeping a foreign nation subservient. From 1947 to 1989, by her count, the United States launched 64 covert regime-change operations, while using the overt tool -- war -- just six times. She traces the motivations behind these operations, the means by which they were carried out, and their effects. Her text is based on meticulous analysis of individual operations. Some other books about covert action are rip-roaring yarns. This one injects a dose of
rigorous analysis into a debate that is often based on emotion. That rigor lends credence to her conclusions:

Although these conclusions are not new, they have rarely if ever been presented as the result of such persuasive statistical evidence. Yet even this evidence seems unlikely to force a reassessment of covert action as a way to influence or depose governments. It is an American "addiction." The reasons are many and varied, but one of the simplest is that covert action seems so easy. Changing an unfriendly country's behavior through diplomacy is a long, complex, multi-faceted project. It takes careful thought and planning. Often it requires compromise. Sending the CIA to overthrow a "bad guy" is far more tempting. It's the cheap and easy way out. History shows that it often produces terrible results for both the target country and the United States. To a military and security elite as contemptuous of history as America's, however, that is no obstacle.

Although covert regime-change operations remain a major part of American foreign policy, they are not as effective as they once were. The first victims of CIA overthrows, Prime Minister Mossadegh and President Arbenz, did not understand the tools the CIA had at its disposal and so were easy targets. They were also democratic, meaning that they allowed open societies in which the press, political parties, and civic groups functioned freely -- making them easy for the CIA to penetrate. Later generations of leaders learned from their ignorance. They paid closer attention to their own security, and imposed tightly controlled regimes in which there were few independent power centers that the CIA could manipulate.

If Eisenhower could come back to life, he would see the havoc that his regime-change operations wreaked. After his overthrow of Mossadegh, Iran fell under royal dictatorship that lasted a quarter-century and was followed by decades of rule by repressive mullahs who have worked relentlessly to undermine American interests around the world. The operation he ordered in Guatemala led to a civil war that killed 200,000 people, turning a promising young democracy into a charnel house and inflicting a blow on Central America from which it has never recovered. His campaign against Prime Minister Patrice Lumumba of the Congo, which included the fabrication of a poison kit in a CIA laboratory, helped turn that country into one of the most violent places on Earth.

How would Eisenhower respond to the long-term disasters that followed his covert action victories? He might well have come up with a highly convincing way to excuse himself. It's now clear, he could argue, that covert action to overthrow governments usually has terrible long-term results -- but that was not clear in the 1950s. Eisenhower had no way of knowing that even covert regime-change operations that seem successful at the time could have devastating results decades later.

We today, however, do know that. The careful analysis that is at the center of Covert Regime Change makes clearer than ever that when America sets out to change the world covertly, it usually does more harm than good -- to itself as well as others. O'Rourke contributes to the growing body of literature that clearly explains this sad fact of geopolitics. The intellectual leadership for a national movement against regime-change operations -- overt or covert -- is coalescing. The next step is to take this growing body of knowledge into the political arena. Washington remains the province of those who believe not only that the United States should try to reconfigure the world into an immense American sphere of influence, but that that is an achievable goal. In the Beltway morass of pro-intervention think tanks, members of Congress, and op-ed columnists, America's role in the world is usually not up for debate. Now, as a presidential campaign unfolds and intriguing new currents surge through the American body politic, is an ideal moment for that debate to re-emerge. If it does, we may be surprised to see how many voters are ready to abandon the dogma of regime change and wonder, with George Washington, "Why quit our own to stand upon foreign ground?"

Looks like the course on making The USA imperial power (which was related later in Washington consensus and Wolfowitz doctrine) was taken directly after WWII. Cold War was just a smoke screen under which the USA tried to establish hegemony over the world. Both documents could well be written by Alan Dulles himself.

Both functions are essential to creating pretexts for wars and for expanding the US influence abroad for multinationals, and that is what they have done for 70 years (Dulles came from Wall Street). Among other things it deliberately creates small wars just to demonstrate the US military might. Neoconservative theorist and intelligence operative Michael Ledeen suggested that every 10 years or so, the United States "pick up some small crappy little country and throw it against the wall, just to show we mean business."
Another book deserves to mentioned here too here too. Prouty book The Secret Team: The CIA and its Allies in Control of the United States and the World (which was suppressed in 1973 when irt was published and did not see shelves before republishing in 2011) is described like the the U.S.'s aggressive and illegal war policy conducted by CIA has finally provoked a real military threat to the U.S., albeit one that has emerged only in response to U.S. war plans
U.S. Air Force Colonel Fletcher Prouty was the chief of special operations for the Joint Chiefs of Staff from 1955 to 1964, managing the global military support system for the CIA in Vietnam and around the world. described how the CIA infiltrated the U.S. military, the State Department, the National Security Council and other government institutions, covertly placing its officers in critical positions to ensure that its plans are approved and that it has access to whatever forces, weapons, equipment, ammunition and other resources it needs to carry them out.

I just finished listening to the audio book of David Talbot's The Devil's Chessboard. Allen Dulles, the CIA, and the Rise of America's Secret Government . It was very good I think.

I'll spare you a full review, but the Dulles era has some very important and interesting similarities with our own (in fact, the ties are most certainly those first formed during the Dulles brothers tenure at State and CIA). Talbot doesn't delve deeply into these more recent aspects, but he does acknowledge them. And the similarities are quite clear. We find Dulles attempting to convince his superiors of the need and advantages of dealing with "moderate Nazis" like Reinhard Gehlen, so today there are personalities in our government following a policy of working with "moderate Islamists" and "moderate ultra-nationalists" to achieve our goals.

Initially I had heard that it was a Allen Dulles biography, and though there is a lot of detail about his personal life, his marriage, and even his kids, I would say it strays from what one might consider a "standard" biography and is more about Dulles and his times. For instance, there are a couple of chapters devoted just to the Kennedy Assassination, another on Oswald, and one on the "Generals' putsch" in France in '61. Perhaps someone looking for more focus on Dulles the man might be disappointed by this, but for someone like myself interested in the history and insights of era Dulles lived in. The era covered is approximately the 1930s through the 1969.

Talbot uses Dulles life as the base to build up the important (and to my mind misunderstood and misconstrued) stories in recent US history. That story is, of course, the following: despite the impression most Americans have of our country fighting the ultimate "good war" against universally despised enemies - that fact is that the ruling elite of the US was deeply split.

A large portion of the US elite was sympathetic to the Nazis. Indeed, the pro-Nazi segment of the US elite had built up ties with Germany during the inter-war period. The bonds were economic, political and even ideological - indeed, these links were so important that likely Germany would not have been able to rearm itself without the help of these "patriotic" Americans (Talbot makes clear that in some cases this kinship was evident even during the war itself!).

And no one represents the fascist sympathizing segment of the US elite like Allen Dulles. And Talbot tracks this key figure's fascist ties as he rises in the US power structure from his early years as an OSS man wheeling and dealing with Nazi generals in Bern, Switzerland and on through Dulles' creation and/or support of fascist governments in Latin America, the Middle East, and Africa during the Cold War. Talbot covers the events surrounding Dulles life excellently. Especially moving was his chapter on Guatemala - the tragedy of the Arbenz family as a mirror of the tragedy of Guatemala is covered through the eyes of the grandson of Arbez.

Talbot covers the horror stories of the results of America working closely with dictators like Trujillo, the Shah, Mobutu Sese Seko, and Batista (he misses Indonesia though, an operation that caused the death of 1,000,000 Indonesians). But of course, as an American, the most important question to Talbot is that of Dulles role in the Kennedy assassination. Talbot covers this topic well and makes a very good case for Dulles involvement - including revealing (from his day calendar) the fact that "fired" and "retired" from the CIA Allen Dulles, spent the weekend - from the time Kennedy was shot and killed Friday through the hours that Oswald was gunned down - at a CIA command facility in Virginia.

The Central Intelligence Agency has released to Princeton University some 7,800 documents covering the career of Allen W. Dulles, the agency's longest-serving director, which now can be viewed online at http://arks.princeton.edu/ark:/88435/st74cq497

Dulles (1893-1969), a Princeton alumnus who headed the CIA from 1953 to 1961, was renowned for his role in shaping U.S. intelligence operations during the Cold War. Last March, the CIA released to Princeton a collection of letters, memoranda, reports and other papers - some still redacted - that the agency had removed from Dulles' papers after his death and before their transfer to the University in 1974.
